It ain't new
I found this photo on v's site. I was naively thinking it was somewhat a new "refined" technique of torture. I was bobviouly wrong. From 'notinhisname'.

There are records of water barrel slave torture, placed in water barrel upside down - american indians being water tortured - th use of water torture at early american "missions," etc. The practice of water torture goes back to the Middle ages and inquisition, time to wake up
Water boarding has actually been used since the inception of the usa, there is just no photography (obivously) of the acts.
