Cops overdressed again

Inti Raymi or the Festival of the Sun is celebrated by indigenous cultures throughout the Andes. It is a religious festival that goes back to the Incan Empire & now incorporates elements of Catholicism. Celebrations include music & processions, costumes & masks,  food. Now the question is, why did the police getting the evil eye from this farmer in Cotacachi, Ecuador show up at a religious festival in riot gear? The indigenous movement has long been agitating for land reform, social services, & against exploitation but is trouble likely to erupt at a procession?
