After weeks of sustained protest and outcry from punk rock supporters, Palestinian solidarity activists, and boycott campaigners, punk rock icon Jello Biafra has agreed to cancel his upcoming show in Tel Aviv, planned for next week.

BDS! Bring the rogue state to its knees!
The way I read it it's his band that wanted to pull out, forcing him to cancel. Now he intends to make a pilgrimage to Israel to show he's not in agreement with BDS. He say's he'll visit Palestinian territory. My guess is that his Israeli friends will tell him it's not safe to do so and they can't allow it.
